He studied composition at the Escuela Superior de Música José  Angel Lamas with Primo Casale, Vicente Emilio Sojo and Evencio Castellanos, where he obtains his composition degree in 1974. He also studied 20th Century Composition Techniques with Yannis Ioannidis, Electroacustic Techniques with Eduardo Kusnir and Choral and Orchestral Conducting with Silvia Eisenstein and Gonzalo Castellanos, respectively. His compositional output covers large orchestral works, chamber music, electroacustic pieces, lieder, choral works, music for many films and plays, and the  buffo opera Los martirios de Colón (Columbus’ torments). Ruiz has won many national composition prizes. His musical language fuses the 20th century European techniques with the nationalistic Venezuelan style and Latin American and Caribbean folk-popular tradition.
